Revised Veteran and Individual with a
Disability (IWD) Regulations & Requirements

Come listen to Mr. Wells discuss the revised VEVVRA and Section 503 regulations and how they will affect your
Affirmative Action Plans and compliance reviews.  He will discuss what the OFCCP is expecting from contractors who
still have valid AAPs under the old regulations (i.e. January 1, 2014 AAP) versus a contractor whose current AAP is
under the new regulations (i.e. April 1, 2014 AAP) during a compliance review.

Guest Speaker:

Tom G. Wells, District Director
OFCCP, Baltimore District Office
Mr. Wells has worked for the federal government for 25 years, and nearly his entire career has been spent working
for OFCCP.  For the first seven years he served as a compliance officer in the Washington, D.C. and Baltimore
District Offices where he conducted compliance reviews and complaint investigations. Then he spent over ten years
in OFCCP’s National Office in both the Policy and Program Operations Divisions, during which time he helped to draft
regulations, update policy directives, negotiate Functional Affirmative Action Program (FAAP) Agreement, and review
functional AAPs. Since November 2007 Tom has served as the District Director of the Baltimore District Office where
he currently manages a staff of fifteen. Prior to joining the Labor Department, Tom taught English in a Liberian high
school for two years with the U.S. Peace Corps in West Africa. He possesses a Master’s Degree in Education from
the University of Maryland.
